EU strikes €90 billion deal to back Ukraine

I profili tecnici dell'accordo al Consiglio europeo del 18 dicembre, grazie al quale i 27 assicurano un poderoso sostegno in due anni all'Ucraina

EU/ENG - The European Union continues to support Ukrainian resistance to Russian aggression, which has been ongoing since 2021. A major agreement to support Ukraine was reached late at the Brussels European Council on Thursday, December 18, among the 27 European leaders, who agreed to grant a €90 billion loan to Kyiv for 2026-2027, guaranteed by the Union's multiannual budget.

European Commission President von der Leyen and German Chancellor Merz had unsuccessfully proposed to the Council that Ukraine be financed by confiscating Russian assets frozen in the accounts of banks and credit institutions in Belgium and other European Union countries.

These assets, however, according to the summit agreement, will remain frozen until Russia pays compensation to Ukraine, under penalty of the EU having to resort to those same assets to repay the loan.

Ukrainian President Volodymyr Zelensky attended the Council meeting in Brussels and emphatically emphasized the vital importance of new European aid for Kyiv: "I am grateful to all European Union leaders for the European Council's decision to allocate €90 billion in financial aid to Ukraine. This is significant support that truly strengthens our resilience," the Ukrainian leader said.

The director of the Russian Direct Investment Fund, Kirill Dmitriev, described it as a fatal blow to von der Leyen and Merz, and accused European leaders of having "failed" in their attempt to secure the use of Russian reserves.

 

ITA - L'Unione europea continua a sostenere la resistenza ucraina all'aggressione russa, in atto dal 2021. E' maturato a tarda ora,  al Consiglio europeo di Bruxelles di giovedi 18 dicembre l'importante accordo di sostegno all'Ucraina tra i 27 leader europei che hanno deciso di concedere un prestito di 90 miliardi di euro a Kiev per il 2026 -2027 garantito dal bilancio pluriennale dell'Unione.

La presidente della Commissione europea von der Leyen, il cancelliere tedesco Merz avevano proposto invano al Consiglio di finanziare l'Ucraina con la confisca dei beni russi congelati nei conti di banche e istituzioni creditizie in Belgio e in altri paesi dell'Unione europea.

Beni che, però, secondo quanto stabilito nel vertice, rimarranno bloccati fino a quando la Russia non avrà pagato i risarcimenti all'Ucraina, pena il ricorrere da parte dell’Ue a quegli stessi asset per rimborsare il prestito.

Il presidente ucraino Volodymir Zelensky è stato presente al Consiglio a Bruxelles e ha sottolineato con parole significative l'importanza vitale per Kiev dii nuovi aiuti europei: "Sono grato a tutti i leader dell'Unione europea per la decisione del Consiglio europeo di stanziare 90 miliardi di euro di aiuti finanziari all'Ucraina. Si tratta di un sostegno significativo che rafforza davvero la nostra resilienza", ha dichiarato il leader ucraino.

Il direttore del Fondo russo per gli investimenti diretti, Kirill Dmitriev ha parlato di colpo fatale a von der Leyen e Merz, e ha accusato i leader europei di aver "fallito" nel loro tentativo di ottenere l'uso delle riserve russe.
