European farmers protest in Brussels. Ecological transition is the solution, not the problem

European farmers protest in Brussels. Ecological transition is the solution, not the problem

Le Istituzioni europee pronte all'ascolto. Si può conciliare Green Deal e redditività complessiva del comparto.

EU/EN - The so-called tractor protest, which is blocking arteries across Europe, culminated on Thursday 1 February in a demonstration in front of the European Council headquarters in Brussels.

Farmers are calling for fairer subsidies, to regulate fuel costs (the taxes on agricultural diesel are contested in Germany), to streamline bureaucracy, to be protected from price dumping created by the liberalized influx of products from Ukraine and, it is rumored, from Mercosur, measures to regulate the installation of photovoltaic systems on productive land.

For their part, the EU institutions aim to achieve the goal of climate neutrality by 2050 and are asking farmers to eliminate harmful pesticides (to be halved by 2030), to increase crop rotation, to introduce new technologies, to reduce emissions and food waste. An agenda that clearly needs to be better coordinated with the social and economic actors most exposed to the impact of the required change.

The protest is sensational but the concrete tension towards ecological transition should not be distorted, instead the exact opposite is necessary. In this regard, the phenomenon of drought that is damaging farmers themselves for about six billion euros is exemplary. This is a clear effect of climate change that the Green Deal of the European Union wants to mitigate in favor of sustainable production on lands saved from drying out by climate neutrality.

Any exploitation of a protest that should be listened to is instead a damage to the continental agricultural sector that the European executive wants to make the most advanced on the planet in the coming decades and not depress it in the name of a non-existent ideological fury, instrumentally invoked by climate deniers of manner.

On the sidelines of the extraordinary European Council, there were also careful openings to the requests of farmers by the President of the Commission Von der Leyen. The governments of France and Germany are also oriented towards managing the protests rather than letting them degenerate.

ITA -  La cosiddetta protesta dei trattori, che blocca arterie in tutta Europa, è culminata giovedi 1 febbraio in una manifestazione davanti alla sede del Consiglio europeo a Bruxelles.

Gli agricoltori chiedono sussidi più equi, di calmierare i costi dei carburanti (contestate le tasse sul diesel agricolo in Germania), di snellire la burocrazia, di essere protetti dal dumping dei prezzi creatosi con afflusso liberalizzato di prodotti dall'Ucraina e, si ventila, dal Mercosur, di misure per regolare l'installazione di impianti fotovoltaici su terreni produttivi. 

Da parte loro, le Istituzioni UE mirano a raggiungere lo scopo della neutralità climatica nel 2050 e chiedono agli agricoltori di eliminare i pesticidi dannosi (da dimezzare entro il 2030), di aumentare la rotazione delle colture, di introdurre nuove tecnologieridurre le emissioni e gli sprechi alimentari. Una agenda che evidentemente va meglio raccordata con gli attori sociali ed economici maggiormente esposti all'impatto del cambiamento richiesto. 

La protesta è clamorosa ma la tensione concreta alla transizione ecologica non va stravolta, è invece esattamente necessario il contrario.. Al riguardo, è esemplare è il fenomeno della siccità che sta danneggiando per circa sei miliardi di euro gli agricoltori stessi. Si tratta di un palese effetto del cambiamento climatico che il Green Deal dell'Unione europea vuole mitigare a favore appunto di produzioni sostenibili in terreni strappati all'inaridimento dalla neutralità climatica. 

Eventuali strumentalizzazioni di una protesta che va ascoltata sono invece un danno al comparto agricolo continentale che l'esecutivo europeo vuole rendere il più avanzato del Pianeta nei prossimi decenni e non deprimerlo in nome di un inesistente furore ideologico, strumentalmente invocato da negazionisti climatici di maniera.       

A margine del Consiglio europeo straordinario,, si sono inoltre registrate da parte della presidente della Commissione Von der Leyen, accorte aperture alle istanze degli agricoltori. Anche i governi di Francia e Germania sono orientate a gestire le proteste piuttosto che farle degenerare.
