EU Commission proposes Mercosur and Mexico agreements for adoption

Sono accordi di libero scambio destinati a creare una delle più vaste aree economiche integrate a livello globale

EU/ENG - On 3 September 2025,, the European Commission has put forward its proposals to the Council for the signature and conclusion of the EU-Mercosur Partnership Agreement (EMPA) and the EU-Mexico Modernised Global Agreement (MGA). These landmark deals form a critical part of the EU's strategy to diversify its trade relations and strengthen economic and political ties with like-minded partners around the world.

According the Commission, these partnerships will create billions of euro's worth of export opportunities for EU companies, contribute to economic growth and promote EU values and interest. They will help the EU to widen its range of reliable sources for critical inputs and raw materials, and strengthen value chains, and  In a time of growing geopolitical instability, these agreements bind us closer to strategically important partners, providing a shared platform to strengthen the modernisation of the rules-based global trading system.

 

ITA - In data 3 settembre 2025, la Commissione Europea ha presentato al Consiglio le sue proposte per la firma e conclusione dell' Accordo di partneriato UE-Mercosur (EMPA) e dell'Accordo globale modernizzato UE -Messico (MGA), due accordi particolarmente rilevanti sia in termini di diversificazione dei mercati per l’export europeo, che per l’approvvigionamento di materie prime, anche critiche e strategiche.

 

Il valore economico e geopolitico

Risale al 6 dicembre 2024, dopo oltre vent'anni di negoziati, la firma di un storico accordo di libero scambio 'Unione Europea e il Mercosur destinato a creare una delle più vaste aree economiche integrate a livello globale. Con oltre 700 milioni di consumatori coinvolti e un PIL combinato di circa 20 trilioni di dollari, l'intesa rappresenta un passo strategico per le imprese europee interessate ai mercati di Argentina, Brasile, Uruguay e Paraguay che hanno registrato tassi di crescita positivi 

L'accordo UE-Mercosur rappresenta un'opportunità straordinaria per l'export europeo, ma richiede una strategia attenta per affrontare le sfide connesse e massimizzare i benefici. i comparti produttivi dell'Unione europea devono prepararsi per cogliere al meglio questa apertura del mercato sudamericano, valorizzando la qualità e l'innovazione del Made in Europe.

 

Cosa prevede l'Accordo

Nell'arco di dieci anni, il Mercosur liberalizzi il 90% delle importazioni di beni industriali europei e il 93% dei prodotti agricoli, riducendo progressivamente le barriere tariffarie e non tariffarie. Altri importanti aspetti dell'Accordo includono:

  • Clausole per la sostenibilità ambientale e sociale, con riferimento all'Accordo di Parigi;
  • la tutela di circa 350 indicazioni geografiche europee;
  • maggiore tutela degli investimenti e convergenza regolamentare;
  • maggiore accesso ai minerali critici;
  • l'apertura dei mercati dei servizi e appalti pubblici.
