German parliament passes historic debt reform

German parliament passes historic debt reform

EU/EN - On March 18, the German Parliament approved the mega-investment plan in defense, infrastructure and the environment presented by Chancellor-elect Friedrich Merz to loosen the public debt ceiling. A reform worth hundreds of billions of euros, which required a loosening of the debt brake established by the German Constitution. What does Merz's reform envisage 

The proposal of the Christian Democrat leader breaks with the dogma of zero deficit, after decades of austerity. With this reform it will be possible to suspend the debt brake in order to allocate 500 billion to a special fund, spread over twelve years. Rearmament is being accelerated in the face of the Russian threat and the possible withdrawal of the United States from the defense of the European Union. Green light for defense debt for anything that exceeds 1% of annual GDP, equivalent to approximately 43 billion a year. Of the 500 billion budget foreseen, 100 will go to the climate and transformation fund, another 100 to the Laender (so far tied to a pure balanced budget) and the rest will be allocated to investments in "additional" infrastructure. 

A historic measure 

The extraordinary extent of the debt is impressive, because those who proposed it have always been against debt, in an unprecedented emergency scenario. An unusual vote, as it is only possible with the balances modified by the next Parliament, with 513 votes in favor and only 207 votes against. In addition to the Christian Democrats, the Social Democrats, probable partners of the next government, and even the Greens, for now not available to join the new government, are also in favor. Von der Leyen in favor of the maxi-plan 

The President of the European Commission Ursula von der Leyen commenting on the vote in the German parliament on the abolition of the debt brake. “This is very good news because it also sends a very clear message to Europe,” said von der Leyen. “Germany is determined to invest massively in defense and also in infrastructure to increase its competitiveness.”

 

ITA - Il Parlamento tedesco ha approvato il 18 marzo il maxi-piano di investimenti in difesa, infrastrutture e ambiente presentato dal cancelliere in pectore Friedrich Merz per allentare il tetto del debito pubblico. 

Una riforma da centinaia di miliardi di euro, che ha richiesto un allentamento del freno al debito sancito dalla Costituzione tedesca.

Cosa prevede la riforma di Merz

La proposta del leader cristiano democratico rompe con il dogma del deficit zero, dopo decenni di austerità. Con questa riforma sarà possibile sospendere il freno all'indebitamento in modo da destinare 500 miliardi in un fondo speciale, spalmato su dodici anni. Viene accelerato il riarmo di fronte alla minaccia russa e al possibile disimpegno degli Stati Uniti in difesa dell'Unione europea.

Via libera all'indebitamento a scopo di Difesa per ciò che eccede l'1% del Pil annuo, equivalente a circa 43 miliardi all'anno. 

Della dotazione di 500 miliardi previsti, 100 andranno nel fondo per il clima e la trasformazione, altri 100 ai Laender (finora vincolati al pareggio di bilancio puro) e il resto sarà destinato ad investimenti in infrastrutture “aggiuntive”. 

Una misura storica

Impressiona la straordinaria portata del debito, perché coloro che l'hanno proposta sono sempre stati contrari all'indebitamento, in uno scenario emergenziale senza precedenti.

Una votazione irrituale, in quanto possibile solo con gli equilibri modificati dal prossimo Parlamento, con 513 i voti favorevoli e solo 207 voti contrari. Oltre ai cristiano democratici, favorevoli anche i socialdemocratici, probabili  partner del prossimo governo e persino i Verdi, per ora non disponibili a entrare nel nuovo governo. 

La Von der Leyen favorevole al maxi-piano

sull'abolizione del freno al debito. 

“È un'ottima notizia perché invia un messaggio molto chiaro anche all'Europa” ha detto von der Leyen "la Germania è determinata a investire massicciamente nella difesa e anche nelle infrastrutture per aumentare la propria competitività".
