EU/EN - Exhausted by over two years of recession and with the threat of tariffs, Germany will have, just over two months from the federal elections of February 23. A new government that focuses primarily on the recovery of the economy. After weeks of intense negotiations, the Christian Democrats and the Social Democrats have in fact signed, on the afternoon of April 9, the agreement to have the leader of the CDU Friedrich Merz lead the government of the first country in the Eurozone. "Reform and invest" is the motto of the new "grand coalition". "Germany is back on track", declared the Chancellor in pectore, a sign that Berlin wants to return, after the confused months of the crisis of the outgoing government, to have the impact and influence that it deserves in the European Union. The coalition has agreed on measures to support the electric car industry, bring energy prices under control, cut corporate taxes and reduce taxes for low and middle incomes, and increase defense spending thanks to the reform that has mitigated the constitutional limits on debt. There will also be security measures such as severe restrictions on irregular immigration, also to stem the slide towards the far right of the German electorate, which has already partly occurred at the polls in February, with the sensational rise of the AFD as the second party. 

 

Ministries 

The CDU will hold a party congress on April 28 in Berlin to approve the agreement. At the same time, the SPD will hold its referendum on the pact among members. With this green light and 328 of the 630 seats in the Bundestag, the new Merz government will be in office, with nine Christian Democrat ministers and seven Social Democrats, starting in the first or second week of May.

Six ministers will go to the CDU (including Foreign Affairs and Economy), and three to Söder's Bavarian CSU, which will take home the Interior. The ministries assigned to the Social Democrats are Finance, Defense, as well as the ministries of Labor, Environment and Justice.

 

The economic ministries

On the public accounts front, barring any changes between the end of April and the beginning of May, the Ministry of Economy will go to the CDU. Various names are circulating but it is not yet possible to predict who will occupy this important position. The Social Democrat Lars Klingbeil should instead be at the helm of Finance.

 

ITA -  La Germania avrà, a poco più di due mesi dalle elezioni federali del 23 febbraio, un nuovo governo che punta prioritariamente sul risanamento e il sostegno dell'economia, da due anni in recessione. Dopo settimane di intensi negoziati, i cristiano-democratici e i socialdemocratici hanno infatti siglato, nel pomeriggio del 9 aprile, l'accordo per far guidare al leader della CDU Friedrich Merz l'esecutivo del primo Paese dell'Eurozona. “Riformare e investire“ è il motto della nuova “grande coalizioneâ€.

“La Germania è di nuovo in carreggiataâ€, così ha dichiarato il cancelliere in pectore, segno che Berlino vuole tornare, dopo i mesi confusi della crisi del governo uscente, ad avere l'impatto e l'influenza che gli compete nell'Unione europea.

La coalizione ha concordato misure per sostenere l'industria dell’auto elettrica, portare sotto controllo i prezzi energetici, tagliare le imposte sulle società e ridurre le tasse per i redditi bassi e medi, aumentare la spesa per la difesa grazie alla riforma che ha mitigato i limiti costituzionali al debito. Non mancheranno anche misure securitarie come le restrizioni severe all’immigrazione irregolare, anche per arginare lo scivolamento verso la destra estrema dell'elettorato tedesco, già in parte verificatosi nelle urne a febbraio, con la clamorosa ascesa come secondo partito dell'AFD.

 

I ministeri 

La Cdu terrà un congresso del partito il 28 aprile a Berlino per approvare l'accordo. In contemporanea, la Spd terrà il suo referendum sul patto tra gli iscritti. Con questi via libera e forte di 328 seggi su 630 al Bundestag, il nuovo governo Merz sarà in carica, con nove ministri cristiano-democratici e sette socialdemocratici, a partire dalla prima o seconda settimana di maggio. 

Sei ministri andranno alla Cdu (inclusi gli Esteri e l’Economia), e tre alla Csu bavarese di Söder, che si porterà a casa gli Interni. I dicasteri assegnati ai socialdemocratici sono le Finanze, la Difesa, nonché i ministeri del Lavoro, dell’Ambiente e della Giustizia. 

 

I dicasteri economici

Sul fronte dei conti pubblici, salvo variazioni tra fine aprile e inizio maggio, il ministero dell'Economia va alla CDU. Circolano vari nomi ma ancora non si può prevedere chi occuperà l'importante casella. Alla guida delle Finanze dovrebbe invece siedere il socialdemocratico Lars Klingbeil.
