EU/ENG - The European Union has tabled a counter-proposal for peace in direct response to the 28-point plan presented by US President Trump in recent days to Zelensky, which must be accepted by the strict deadline of November 27.

 

Military, security, and territorial aspects

Europe's intention is to help its Ukrainian ally recalibrate the US plan, which Zelensky has nevertheless decided to discuss through negotiations in Geneva. Two key elements are the size of the Ukrainian armed forces, to be increased to 800,000 Ukrainians in peacetime, and Western security guarantees, modeled on NATO's Article 5, albeit subject to specific behavioral clauses. Any territorial changes will have to be negotiated starting from the current front line, avoiding humiliating penalties for Ukraine that withdraws from the potential agreement. Europeans call for a full prisoner exchange, the return of deported civilians, a family reunification program, and a humanitarian committee to address the wounds of the conflict.

 

The economic aspects of the European proposal

The European Union proposes the creation of a global reconstruction fund, including joint investments in technology, energy infrastructure, and data centers, and establishing a path toward Ukraine's full EU membership, with preferential access to the European market. According to Brussels, only if Russia fulfills its obligations under the agreement will it be able to reintegrate into the global economy and eventually gradually return to the G8. Europeans also believe that Moscow will not have a fair agreement unless the Russians safeguard commercial shipping in the Black Sea and Ukrainian use of the Dnieper River, as well as the reactivation of the Zaporizhia power plant under IAEA supervision with equal energy sharing.

 

EU/ITA - L’Unione Europea ha messo sul tavolo una controproposta di pace in risposta diretta al piano in 28 punti presentato dal Presidente degli Stati Uniti Trump nei giorni scorsi a Zelensky da accettare entro il termine vincolate del 27 novembre.

 

I profili militari, di sicurezza e territoriali

L'intento europeo è di aiutare l'alleato ucraino a ricalibrare il piano statunitense che comunque Zelensky ha deciso di discutere con trattative a Ginevra. Due gli elementi chiave, in particolare la dimensione delle forze armate ucraine, da far salire a 800mila ucraini in tempo di pace, e le garanzie di sicurezza occidentali, modellate sull’Articolo 5 della NATO, sebbene condizionato a specifiche clausole di comportamento. Eventuali modifiche territoriali dovranno essere negoziate partendo dalla linea del fronte attuale, evitando penalizzazioni umilianti per il l'Ucraina che uscirà dall'eventuale accordo. Gli europei auspicano uno scambio integrale dei prigionieri, il ritorno dei civili deportati, un programma di ricongiungimento familiare e un comitato umanitario deputato alla gestione delle ferite del conflitto.

 

I profili economici della proposta europea

L'Unione europea propone la creazione di un fondo globale di ricostruzione, includendo investimenti congiunti su tecnologie, infrastrutture energetiche e data center e stabilendo un percorso verso la piena adesione dell’Ucraina all’UE, con accesso preferenziale al mercato europeo. Secondo Bruxelles, solo se la Russia rispetterà gli obblighi dell’accordo potrà reintegrarsi nell’economia mondiale, potrà eventualmente e progressivamente ritornare nel G8. Mosca dovrà inoltre Per gli europei non sarà un accordo equo se i russi non salvaguarderanno la navigazione commerciale nel Mar Nero e l’uso ucraino del Dnepr nonché la riattivazione della centrale di Zaporizhzhia sotto supervisione AIEA con ripartizione paritaria dell’energia.
