EU Commission proposes 2 trillion euro 7-year budget

EU Commission proposes 2 trillion euro 7-year budget

La presidente ha presentato il 16 luglio la proposta della Commissione Europea per il budget pluriennale 2028-2034.

EU/ENG - On July 16, the President presented the European Commission's proposal for the 2028-2034 multiannual budget. The new budget will be worth €2 trillion. The President described the 2028-34 multiannual financial framework as the most ambitious budget ever.

€865 billion for National and Regional Partnership Plans

€865 billion will be allocated to National and Regional Partnership Plans, which will include agricultural and cohesion policies. The mechanism will be similar to the NRRP because the disbursement of resources will be tied to the implementation of reforms.

€410 billion for the Competitiveness Fund

The Competitiveness Fund will have €410 billion and will allow the EU to strengthen its defense and boost industry and decarbonization.

€400 billion for crises and funds for Global Europe, reconstruction of Ukraine

€200 billion will be used for Global Europe, along with another €292 billion for civil protection and healthcare. €100 billion will go to reconstruction in Ukraine, and €400 billion will be allocated to addressing crises.

€1.2 trillion in new resources

The contribution of Member States is expected to remain stable, approximately 1% of national GDP. €1.2 trillion in new resources compared to the previous budget will be raised by increasing the EU's own sources, which can be raised through the introduction of ad hoc taxes. This will also cover the repayment of the Next Generation EU, starting in 2028.

A new form of common debt is envisaged, with €150 billion in loans guaranteed by the European budget to be used for Member States' investments in EU priorities.

There was no shortage of grumbling in the European Parliament. Nothing is finalized yet, as the multiannual budget will have to be negotiated with the Council and the European Parliament in the coming months.

 

ITA - La presidente ha presentato il 16 luglio la proposta della Commissione Europea per il budget pluriennale 2028-2034. Il nuovo bilancio varrà 2 mila miliardi di euro. La presidente ha definito il quadro finanziario pluriennale 2028-34 come il bilancio più ambizioso di sempre.

865 miliardi ai Piani di partenariato nazionali e regionali 

Saranno destinata 865 miliardi ai Piani di partenariato nazionali e regionali, che includeranno le politiche agricole e di coesione. Si procederà con un meccanismo simile al Pnrr perché l’erogazione delle risorse sarà vincolato alla realizzazione di riforme.

410 miliardi al Fondo per la competitività 

Il Fondo per la competitività avrà invece in dote 410 miliardi e permetterà all’Ue di rafforzarsi nella difesa e di rilanciare l’industria e la de-carbonizzazione. 

400 miliardi per le crisi e fondi per il Global Europe, ricostruzione Ucraina 

Mentre 200 miliardi saranno utilizzati per Global Europe insieme ad altri 292 miliardi per la protezione civile e la salute. Alla ricostruzione per l’Ucraina andranno 100 miliardi e 400 miliardi saranno stanziati per affrontare le crisi.

Nuove risorse per 1200 miliardi

Il contributo degli Stati membri è destinato a restare stabile, circa l’1% del pil nazionale. Ammontano a 1.200 miliardi le nuove risorse rispetto al precedente budget, da ricavare dall’incremento delle fonti proprie dell’Ue, ricavabili dall'introduzione di tasse ad hoc. Si potrà così far fronte anche al rimborso del Next Generation Eu, a partire dal 2028. 

E' prevista una nuova forma di debito comune con 150 miliardi di prestiti garantiti dal bilancio europeo da desinare agli investimenti degli Stati membri nelle priorità dell’Ue. 

Non sono mancati mugugni in Parlamento europeo. Niente è ancora definitivo in quanto, nei prossimi mesi, il bilancio pluriennale dovrà essere negoziato con il Consiglio e l'Eurocamera.
