EU/ENG - The next challenge is to make the European Union truly independent." With these words, Budget Commissioner Piotr Serafin concluded his speech to the European Parliament plenary session in Strasbourg in July. The next multiannual budget will have a "plan for each country" with "key reforms and investments" and will be designed and implemented "in partnership with national, regional, and local authorities." Since taking office, Serafin has promised to work towards a Multiannual Financial Framework that can continue to support Cohesion Policy and the CAP to achieve their respective objectives as effectively as possible. "The war on our borders has reminded us that we must do more in security and defense," said Serafin, "but we must be cautious," he added. "Increased defense spending must not be at the expense of our European social model," Serafin continued. "The CAP (Common Agricultural Policy) is being reformed and simplified," he specified. "Food security is an important dimension of European independence," he said. "Finally, we will propose a European Competitiveness Fund," he added. On July 16, the European Commission will present the budget, as well as our regulatory proposals," Serafin stated, adding that he is "convinced that Parliament will recognize the Commission's ambition to remain loyal to the regions and our social model."

 

ITA - La prossima sfida è rendere un'Unione europea veramente indipendente". Con queste parole il commissario al bilancio Piotr Serafin ha chiuso il suo intervento al Parlamento europeo riunito a Strasburgo in plenaria a luglio.

Il prossimo bilancio pluriennale avrà un "piano per ciascun Paese" con le "riforme e gli investimenti chiave" e sarà concepito e attuato "in partenariato con le autorità nazionali, regionali e locali".

Sin dal sui insediamento, Serafin ha promesso di impegnarsi per un Quadro finanziario pluriennale in grado di continuare a sostenere la politica di coesione e la Pac per conseguire i rispettivi obiettivi nel modo più efficace possibile.

“La guerra ai nostri confini ci ha ricordato che dobbiamo fare di più in sicurezza e difesa” ha detto Serafin "ma bisogna essere prudenti", ha aggiunto. "Una spesa maggiore nella difesa non deve andare a scapito del nostro modello sociale europeo", ha proseguito Serafin.

“La Pac (Politica agricola comune) è in corso di riforma e di semplificazione” ha precisato. "La sicurezza alimentare è una dimensione importante dell'indipendenza europea", ha detto ancora. "Infine, proporremo un fondo europeo sulla competitività", ha aggiunto.

Il 16 luglio la Commissione europea presenterà il bilancio ma anche le nostre proposte normative" ha affermato Serafin dicendosi "convinto che il Parlamento riconoscerà l'ambizione della Commissione di rimanere leale nei confronti delle regioni e del nostro modello sociale".
