Secondo la relatrice del dossier al Parlamento Marques: ai 27 "serve spazio fiscale per priorità strategiche".

EU/EN - ITA - The negotiation on the new European economic governance gets underway in February with the so-called trilogue, i.e. the informal meeting between the European Parliament, the Council of the EU and the EU Commission.

At the meeting, the Commission is represented by Vice-President Valdis Dombrovskis. The European Parliament, in addition to rapporteurs Margarida Marques (S&D) and Ester De Lange (Ppe), is fielding the President of the Econ Commission, Irene Tinagli. The rotating EU presidency is taking part in the negotiations with the Deputy Prime Minister and Minister for the Economy of Belgium, Peter Vab Peteghem.

On X, the rapporteur Marques of the European Parliament opened the proceedings: ".. we must ensure that Member States have the fiscal space to invest in strategic priorities, without this the European Parliament will refuse to sign an agreement!". The February trilogue is expected to be the final one.

The negotiations during the week were animated by Tinagli for the European Parliament and by her request to the Council negotiators to have a written reply to the Parliament's document for the trilogue.

In the meeting at Coreper, the ambassadors of the 27 tried to summarise, after the compromise reached in December at the instigation of the Franco-Germans. With the Council sending its 'position paper' to the EP, the real negotiating platform is destined to take shape.

The Parliament, acting as co-legislator, can formally negotiate only on the so-called 'preventive arm' of the Pact, one of the three texts of the reform, the most characterising one. In addition to the 4-7 year spending plans that can be prepared by the States on the basis of the adjustment of public accounts requested by the Commission, the EP and the European Parliament have included the technical references to manage the pace for the reduction of excess public debt and a new "safeguard" reduction target for the deficit (from the current ceiling of 3% of GDP, towards 1.5%).

The extension of the trilogue to the so-called 'corrective arm' of the Pact is a prelude to finding a solution on the procedures for deficit and excessive debt and the related directive on the requirements for budgetary frameworks, where the Parliament must formally express only an opinion.

All'incontro la Commissione è rappresentata dal vicepresidente Valdis Dombrovskis. L'Eurocamera oltre alle relatrici Margarida Marques (S&D) ed Ester De Lange (Ppe) schiera la presidente della Commissione Econ Irene Tinagli. La presidenza di turno dell'Ue partecipa ai negoziati con il vice primo ministro e titolare dell'Economia del Belgio Peter Vab Peteghem

Su X ha aperto le danze la relatrice Marques del Parlamento Europeo: ".. dobbiamo garantire che gli Stati membri dispongano dello spazio fiscale per investire nelle priorità strategiche, senza questo il Parlamento europeo rifiuterà di firmare un accordo!". Nelle attese il trilogo di febbraio dovrebbe essere quello finale.

Le trattative nella settimana sono state animate dalla Tinagli per l'Eurocamera e dalla sua richiesta ai negoziatori del Consiglio di avere replica scritta al documento del Parlamento per il trilogo.

Nella riunione al Coreper gli ambasciatori dei 27 hanno provato a fare sintesi, dopo il compromesso raggiunto a dicembre su impulso franco-tedesco. Con l'invio da parte del Consiglio del proprio  'position paper' al Pe,  la vera piattaforma negoziale è destinata a prendere corpo.

Il Parlamento fungendo da co-legislatore può formalmente negoziare solo sul cosiddetto 'braccio preventivo' del Patto, uno dei tre testi della riforma, il più caratterizzante. Oltre ai piani di spesa a 4-7 anni predisponibili dagli Stati sulla base dell'aggiustamento dei conti pubblici chiesto dalla Commissione, Pe ed Eurocamera hanno inserito i riferimenti tecnici per gestire i ritmi per il calo del debito pubblico in eccesso e un nuovo obiettivo di riduzione "di salvaguardia" per il deficit (dal tetto del 3% del Pil attuale, verso l'1,5%). 

L'estensione del trilogo al cosiddetto 'braccio correttivo' del Patto prelude ad una quadra da trovare sulle procedure per deficit e debito eccessivo e alla relativa direttiva sui requisiti per i quadri di bilancio, dove il Parlamento deve formalmente esprimere solo un parere.
