EU energy ministers reached an agreement on the proposal REPowerEU regulation

EU/ENG - On October 19, EU energy ministers reached an agreement (‘general approach’) on the proposal to phase out remaining gas imports from Russia. The regulation applies to both pipeline gas and liquefied natural gas (LNG) and is a key milestone towards ending Russian energy imports.
The rotating Chairman of the Energy Council, Lars Aagaard, Danish Minister for Climate, Energy and Public Utilities, significantly stated:
"With overwhelming support for today's agreement, we are sending a clear signal: Europe refuses to be vulnerable to energy blackmail. By phasing out Russian gas imports, we are strengthening our collective energy security and taking a decisive step towards true strategic independence and a clean energy transition."
The regulation introduces a legally binding ban on Russian pipeline gas and LNG, with a phased implementation: Already next year the ban will have effect on short-term contracts, and the full import ban will come into effect by 1 January 2028. Member states also agreed to tighten controls on gas origin and ensure compliance through prior authorisation procedures. At the same time, they simplified procedures for gas coming from third countries meeting specific criteria, such as being major gas producers and exporters, having already banned Russian gas imports or having no infrastructure capable of importing gas.
The Council presidency can now start negotiations with the European Parliament to agree on the final text of the legislation.

 

EU/ITA - I ministri dell'Energia dell'UE hanno raggiunto il 19 ottobre un accordo ("approccio generale") sulla proposta di eliminare gradualmente le importazioni di gas dalla Russia. Il regolamento si applica sia al gasdotto che al gas naturale liquefatto (GNL) e rappresenta una pietra miliare fondamentale per porre fine alle importazioni di energia dalla Russia.

Il Presidente di turno del consesso, Lars Aagaard, ministro danese per il clima, l'energia e i servizi pubblici ha significativamente dichiarato:  “Con un sostegno schiacciante all'accordo odierno, stiamo inviando un segnale chiaro: l'Europa si rifiuta di essere vulnerabile al ricatto energetico. Eliminando gradualmente le importazioni di gas russo, stiamo rafforzando la nostra sicurezza energetica collettiva e compiendo un passo decisivo verso una vera indipendenza strategica e una transizione verso l'energia pulita.”

Il regolamento introduce un divieto giuridicamente vincolante sul gasdotto e sul GNL russi, con un'attuazione graduale: già l'anno prossimo il divieto entrerà in vigore sui contratti a breve termine e il divieto totale di importazione entrerà in vigore entro il 1° gennaio 2028. Gli Stati membri hanno inoltre concordato di rafforzare i controlli sull'origine del gas e di garantirne la conformità attraverso procedure di autorizzazione preventiva. Allo stesso tempo, hanno semplificato le procedure per il gas proveniente da paesi terzi che soddisfano criteri specifici, come essere grandi produttori ed esportatori di gas, aver già vietato le importazioni di gas russo o non disporre di infrastrutture in grado di importare gas." 

La presidenza del Consiglio può ora avviare i negoziati con il Parlamento europeo per concordare il testo definitivo della legislazione.
