EU/ENG - The European Commission's discussion on the Stability and Growth Pact, which was suspended due to the outbreak of recessions caused by the Covid-19 pandemic, will last approximately two months.
The debate on the future of the most controversial institutional instrument for budget rules in recent years is now entering a heated debate. The Commission has effectively anticipated a discussion to seek convergence in view of the possible resurgence of divisions between two fronts within the EU. The first, notoriously associated with the Nordic countries, with consensus in the Netherlands and Germany also in favor of confirming parametric fiscal discipline, and the second, largely driven by France, Italy, Spain, and Portugal, intends not to return to the rigidities of the old Stability Pact.
The test is whether a consensus can emerge on the urgency of reviewing the application of budget rules in light of the new, enormous investment needs in the eurozone.
As befits their roles, both Vice President for the Economy Dombrovskis and Commissioner for Economic Affairs Paolo Gentiloni presented the initiative. Gentiloni gave interviews to leading European newspapers. One passage in particular stood out: "The Pact has achieved mixed results. On the one hand, it has been a unique tool for coordinating budgetary policies and keeping the deficit under control. On the other, there are open questions, starting with the complexity of the rules and their pro-cyclical tendency. Furthermore, we need to understand how to adapt them to the new needs for investing in the economy."

 

EU/ITA - Avrà una durata d circa due mesi il confronto lanciato dalla Commissione europea sul Patto di Stabilità e Crescita, sospeso con il deflagrare delle recessioni generate dalla crisi pandemica da Covid-19.
Il dibattito sul futuro dello strumento istituzionale sulle regole di bilancio più controverso degli ultimi anni, sta entrando nel vivo. La Commissione ha de facto inteso anticipare un confronto per cercare convergenze in vista della possibile riproposizione delle divisioni tra due fronti nell'Ue. Il primo associabile  notoriamente ai Paesi Nordici con consensi anche in Olanda e Germania a favore dalla conferma di una disciplina fiscale parametrica e il secondo, animato a grndi linee da Francia, Italia, Spagna, Portogallo, intenzionato a non tornare alle rigidità del vecchio Patto di Stabilità.
La verifica è sulla possibilità che emerga un consenso sull’urgenza di rivedere l’applicazione delle regole di bilancio alla luce delle nuove gigantesche necessità di investimento nella zona euro.
Come d'obbligo per il ruolo che ricoprono sia il vicepresidente con delega all'economia Dombrovskis, che il commissarrio agli affari economici Paolo Gentiloni, hanno  presentato l'iniziativa. Gentiloni ha rilasciato interviste a primari quotidiani europei. In particolare, è apparsa significativo un passaggio : "Il Patto ha ottenuto risultati ambivalenti. Da un lato è stato uno strumento unico per coordinare le politiche di bilancio e tenere sotto controllo il deficit. Dall’altro vi sono questioni aperte, a cominciare dalla complessità delle regole e dalla loro tendenza pro-ciclica. Inoltre, dobbiamo capire come poterle adattare alle nuove necessità di investire nell’economia".
