The scenario of EU-US trade relations remains uncertain

Dazi, per Sefcovic (ancora) niente intesa Ue-Stati Uniti. Nessun ok sul regime dazi zero sull'industria. Bruxelles non demorde.

EU/EN - EU Trade Commissioner Sefcovic faced the first round of negotiations by going to the United States on Sunday 13 April. The negotiations appeared to be uphill, not to say that the European mission to the US has temporarily come to nothing, even if one has the impression that the fickleness of the top brass could change the balance both positively and negatively in a short time. The time frame for finding an agreement remains the 90 days granted by the White House. The negotiation remains the preferred option for the EU Commission, as declared from the very beginning by Brussels. For the EU executive's Justice and Consumer Protection Officer Michael McGrath it is "positive that the meeting took place" between Sefcovic and his US counterparts and that "the EU's position was clear and consistent from the start: we want a negotiated solution" he began. In the event that the European request for the elimination of reciprocal tariffs were to remain unheard, "we will continue to prepare for the potential no-deal scenario". In this context, President Von der Leyen gave an interview to the German weekly Die Zeit in which she highlighted the "predictability and reliability" of the European Union on rules and trade agreements. Two characteristics, she underlined, to be considered "very valuable". And she did not rule out also focusing on free trade with Canada, Mexico, New Zealand and South America, even India, in order to circumvent a possible trade war that might come from Washington. The President did not mention China, which for Brussels is not a potential partner, but a commercial superpower producing goods, which, in a scenario of US tariffs, could flood the European market.

 

ITA - Il commissario per il Commercio dell'UE Sefcovic ha affrontato il primo round negoziale recandosi da domenica 13 aprile negli Stati Uniti.  Le trattative sono apparse in salita, per non dire che si è giunti ad un temporaneo nulla di fatto della missione europea in Usa, anche se si ha l'impressione che la volubilità dei vertici possano cambiare gli equilibri sia in positivo che in negativo in poco tempo. 

L’orizzonte temporale per trovare un accordo resta quello dei 90 giorni concesso dalla Casa Bianca. La finestra è ampia e il negoziato resta per la Commissione Ue l’opzione privilegiata, come dichiarato fin dal primo momento da Bruxelles. Per il responsabile Giustizia e protezione dei consumatori dell’esecutivo Ue Michael McGrath è “positivo che si sia svolto l’incontro†tra Sefcovic e i suoi omologhi statunitensi e che “la posizione della Ue sia stata chiara e coerente fin da subito: vogliamo una soluzione negoziata†ha premesso. Nel caso, la richiesta europea di azzeramento delle tariffe reciproche dovesse restare inascoltata, “continueremo a prepararci per il potenziale scenario del non accordoâ€.

In questo quadro, la Presidente Von der Leyen ha rilasciato un’intervista al settimanale tedesco Die Zeit in cui ha rimarcato “la prevedibilità e affidabilità†dell'Unione europea su regole ed accordi commerciali. Due caratteristiche, ha sottolineato, da ritenersi “molto prezioseâ€. E non ha escluso di puntare anche sul libero scambio con Canada, Messico, Nuova Zelanda e Sud America, persino l'India, pur di poter aggirare una eventuale guerra commecriale con Washington. La Presidente non ha citato la Cina che per Bruxelles non è un potenziale partner, ma una superpotenza commerciale produttrice di merci, che, in uno scenario di dazi Usa, potrebbero inondare il mercato europeo.
