Western Balkans: six billion euros from the EU for economic convergence

Primo via libera degli Stati Ue al piano per la crescita

EU/ENG - The Belgian rotating presidency of the EU Council announced in a tweet that EU ambassadors have agreed on the EU Council's negotiating mandate on "a future Reform and Growth Facility for the Western Balkans" worth €6 billion in loans and grants. The proposed instrument aims to support the economic convergence of partners in the Western Balkans towards EU standards. The aim is to enable a structural transition towards far-reaching reforms.

The support instrument is part of the development of the policy to facilitate the gradual integration of the Western Balkan countries into the European Union. The dossier was followed by EU Enlargement Commissioner Oliver Varhelyi.

On 1 July 2013, Croatia became the first of seven countries to join the EU, while Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia are candidate countries. Accession negotiations and negotiating chapters have been opened with Montenegro and Serbia, negotiations were opened with Albania and North Macedonia in July 2022, and Kosovo applied for EU membership in December 2022.

The European Union's assistance remains essential to resolve the main outstanding issues, such as: the functioning and unification of institutions in Bosnia and Herzegovina, relations between Serbia and Kosovo, political stabilization in Albania, overcoming ethnic differences in Macedonia, and the implementation of paths to Euro-Atlantic integration.

 

ITA - La presidenza di turno belga del Consiglio Ue ha comunicato in un tweet che gli ambasciatori presso l'Ue hanno concordato il mandato negoziale del Consiglio Ue su "un futuro strumento di riforma e crescita per i Balcani occidentali" del valore di 6 miliardi di euro in prestiti e sovvenzioni.  Lo strumento proposto mira a sostenere la convergenza economica verso standard Ue dei partner nei Balcani occidentali. L'obiettivo è riuscire a far intraprendere una transizione strutturale verso riforme ad ampio raggio.

Lo strumento di sostegno s'inquadra nello sviluppo della politica per agevolare la graduale integrazione dei paesi dei Balcani occidentali nell'Unione europea.  A seguire il dossier è stato il commissario per l'allargamento dell'Ue Oliver Varhelyi. 

Il 1º luglio 2013 la Croazia è stata il primo dei sette paesi ad aderire all'UE, mentre l'Albania, la Bosnia-Erzegovina, il Montenegro, la Macedonia del Nord e la Serbia sono paesi candidati. Sono stati avviati negoziati di adesione e aperti capitoli di negoziato con Montenegro e Serbia, nel luglio 2022 sono stati avviati negoziati con Albania e Macedonia del Nord e nel dicembre 2022 il Kosovo ha presentato domanda di adesione all'UE.

L'aiuto dell'Unione europea resta imprescindibile per risolvere le principali questioni irrisolte, quali: il funzionamento e l'unificazione delle istituzioni in Bosnia Erzegovina, le relazioni tra la Serbia e il Kossovo, la stabilizzazione politica in Albania, il superamento delle divergenze etniche in Macedonia, l'attuazione dei percorsi per l'integrazione euroatlantica.
