Le Maire's appeal

In Ghent, French Minister Bruno Le Maire launched an appeal to European governments on the need and urgency of an agreement on the capital market union to proceed with greater integration. The Parisian economic minister, in particular, addressed governments that alone 'on a voluntary basis' intend to proceed with "a new decisive battle, that of growth." The French economic minister emphatically evoked the spectre of years of stagnation: "No one can accept that European growth is one point lower than American growth. No one can accept that the growth prospects in Europe are recession or stagnation."

Le Maire proposed 'a voluntary European supervision that could be exercised by the EU Financial Market Authority', the prospect of launching a voluntary European savings product and common 'voluntary securitization' to mobilize the enormous savings available for investment.

Specifically, Paris has proposed to the Eurogroup that voluntary European supervision be exercised by ESMA, the European Financial Markets Authority, with investment banks, stock exchanges and asset managers adhering to this voluntary supervision.

The second proposal is to establish a European savings product with the states that want it to be launched in 2024. A similar product has brought to mind the single pension fund model already implemented in France, with great feedback on the markets. The idea is to carry out an experiment that will act as a trailblazer.

The EU must return to growth

According to Le Maire: "European growth must be freed from its chains and the first chain is money, there is not enough of it available. The money of Europeans sleeps instead of working and if we want the money of Europeans to work instead of sleeping we must create the Capital Markets Union".

Le Maire's challenge is twofold: to remain competitive with the US and China, keeping faith with commitments on climate and security, and at the same time to return to growth.

The private savings of Europeans amount to a considerable amount. It is a good 35,000 billion euros, a third of which, more than 10,000 billion, is deposited in bank accounts.

The objective of a single capital market dates back to the Treaties of Rome, but it was only in 2015 that the European Commission, following the 2011 crisis, presented its first action plan for the Capital Markets Union. Obstacles remain on the rules of supervision, taxation and insolvency. And it is on these profiles that the French proposal of this February 2024 intends to make the European Union take the steps forward that, according to Paris, are needed to find resources to remain competitive in the global economic scenario.

L'appello di Le Maire

A Gent,  il ministro francese Bruno Le Maire ha lanciato un appello ai governi europei sulla necessità ed urgenza di un accordo sull'unione del mercato dei capitali per procedere a una maggiore integrazione. Il ministro economico di Parigi, si è, in particolare, rivolto ai governi che da soli 'su base volontaria' intenderanno procedere “una nuova battaglia decisiva, quella della crescita.” Con enfasi il ministro economco francese ha evocato lo spettro di anni di stagnazione: "Nessuno può accettare che la crescita europea sia un punto inferiore a quella americana. Nessuno può accettare che le prospettive di crescita in Europa siano recessione o stagnazione”. 

Le Maire ha proposto 'una vigilanza europea volontaria che potrebbe essere esercitata dall'autorità Ue dei mercati finanziari', la prospettiva di lanciare un prodotto di risparmio europeo volontario e la 'cartolarizzazione volontaria' comune per mobilitare gli enormi risparmi disponibili per l'investimento. 

Nello specifico Parigi ha proposto all'Eurogruppo che la vigilanza europea volontaria sia esercitata dall’Esma, l’autorità europea dei mercati finanziari, con le banche d’investimento, le borse valori e i gestori patrimoniali che aderiscano a questa supervisione volontaria. 

La seconda proposta è quella di istituire un prodotto di risparmio europeo con gli Stati che lo desiderano da lanciare nel 2024. Un simile prodotto ha fatto pensare al modello del fondo pensione unico già realizzato in Francia, con grandi riscontri sui mercati. L’idea è quella di fare un esperimento che faccia da apripista. 

 

L'UE deve tornare a crescere

Secondo Le Maire: “La crescita europea deve essere liberata dalle sue catene e la prima catena è il denaro, non ce n’è abbastanza a disposizione. Il denaro degli europei dorme invece di lavorare e se vogliamo che il denaro degli europei funzioni invece di dormire dobbiamo realizzare l’Unione dei mercati dei capitali”.

La sfida di Le Maire è doppia: rimanere competitivi rispetto a Usa e Cina, mantenendo fede agli impegni su clima e sicurezza, e al tempo stesso tornare a crescere.

Ammontano ad una cifra notevole, i risparmi privati degli europei. Si tratta di ben 35.000 miliardi di euro, un terzo di questi, più di 10.000 miliardi, è depositato nei conti bancari. 

Risale ai Trattati di Roma l'obiettivo di un mercato unico dei capitali, ma è solo nel 2015 che la Commissione europea, in seguito alla crisi del 2011, presenta il suo primo piano di azione per l’Unione dei mercati dei capitali. Rimangono ostacoli sulle regole di vigilanza, fiscalità e insolvenza. E su questi profili che la proposta francese di questo febbraio del 2024 intende far fare all'Unione europea i passi avanti che, secondo Parigi, servono per trovare risorse per restare competitiva nello scenario economico globale.
