The Price of Incompletion: Why Spinelli’s Federalism Matters for the European Economy

Il 23 maggio di 40 anni fa moriva Spinelli: la sua lezione istituzionale contro il costo della non-Europa

EU/ENG - Some political projects are measured in decades, not electoral cycles. Forty years after the death of Altiero Spinelli on May 23rd 1986, the European Union is forced to confront the hardest kernel of his thought: the pooling of national sovereignty is not an ethical aspiration, but a functional prerequisite for the continent’s survival.

While the intellectual blueprint was drawn during his internal exile on the island of Ventotene—where the Manifesto co-authored with Ernesto Rossi and Eugenio Colorni identified federalism as the sole antidote to Europe's geopolitical decline—it is within the machinery of Brussels and Strasbourg that Spinelli’s vision revealed its pragmatic edge.

 

Institutional Design vs. Intergovernmental Gridlock

Spinelli’s core insight was that peace and economic stability could not rely on flimsy intergovernmental treaties, but required a robust democratic architecture. In 1984, the year his autobiography was published, his "Draft Treaty establishing the European Union" proposed a radical overhaul: transforming the European Parliament from a mere talking shop into a legislative chamber endowed with genuine sovereignty.

Four decades later, the structural bottlenecks remain unchanged. Marking the anniversary of his passing on May 23rd 2026, Italy’s president, Sergio Mattarella, issued an official note emphasizing that Spinelli’s legacy remains a vital asset for both Italy and Europe, concluding with the solemn formula: "The Republic owes him its gratitude."

Yet, the efficacy of the Spinelli method is tested on the ground of policy execution rather than institutional tributes. Speaking at a recent commemoration at the Chamber of Deputies, his former assistant, Pier Virgilio Dastoli, cut straight to the pragmatic core of the matter:

"To remember Spinelli forty years later means reviving his method of 'constituent force': only by granting the European Parliament legislative power and the authority to reform the Treaties can we overcome the paralysis of national vetoes."

 

The Cost of Non-Europe

In the same venue, Mario Leone, director of the Altiero Spinelli Institute for Federalist Studies, noted that global shocks are forcing Europe's hand: "Europe is forged at the height of crises. The best way to honor him is through the political courage to transfer genuine shares of sovereignty from individual states to a true, supranational democracy."

For a European Union squeezed between geopolitical titans and hamstrung by fragmented energy and defense markets, Spinelli-style federalism ceases to be a 20th-century utopia; it becomes a formula for economic and strategic efficiency. Without genuine political union, individual member states face competitive irrelevance. Stripped of sentimentality, Spinelli’s message remains a grim reminder for Brussels: integration is an economic and institutional process which, if left half-done, carries a ruinous price tag.

A quarant'anni dalla scomparsa di Altiero Spinelli (23 maggio 1986), l'Unione Europea si trova a fare i conti con il nucleo più rigido del suo pensiero: il superamento delle sovranità nazionali non è un'aspirazione etica, ma una necessità funzionale per la sopravvivenza del continente.

Se l’atto di nascita intellettuale risale al confino di Ventotene – dove il Manifesto scritto con Ernesto Rossi e Eugenio Colorni (nel collage di foto/grafica in alto sono raffigurati i tre europeisti) individuò nella federazione l’unica alternativa al declino geopolitico europeo – è nella concretezza delle istituzioni di Bruxelles e Strasburgo che la visione di Spinelli ha mostrato la sua valenza pragmatica.

 

Dall'architettura istituzionale al vicolo cieco dei veti

Il principale merito di Spinelli è stato comprendere che la pace e la stabilità economica non potevano poggiare su fragili trattati intergovernativi, bensì su una solida architettura democratica. Nel 1984, anno di pubblicazione della sua autobiografia, il suo "Progetto di Trattato sull'Unione Europea" propose una riforma radicale: trasformare il Parlamento Europeo da assemblea consultiva a camera legislativa dotata di reale sovranità.

Quarant'anni dopo, i nodi strutturali irrisolti rimangono i medesimi. In occasione dell'anniversario della sua morte, il 23 maggio 2026, il Presidente della Repubblica italiana, Sergio Mattarella, ha rilasciato una nota ufficiale sottolineando come il lascito di Spinelli rimanga un patrimonio di valori per l'Italia e per l'Europa, chiosando con un solenne: "La Repubblica gli è riconoscente".

Tuttavia, l'efficacia del metodo Spinelli oggi si misura sul terreno dell'azione politica più che sui tributi istituzionali. Durante una recente commemorazione alla Camera dei Deputati, il suo storico assistente Pier Virgilio Dastoli ha evidenziato il cuore pragmatico della questione:

"Ricordare Spinelli quarant'anni dopo significa riprendere il suo metodo della 'forza costituente': solo dando al Parlamento Europeo il potere legislativo e di riforma dei Trattati potremo superare la paralisi dei veti nazionali."

 

Il costo della frammentazione

Nello stesso contesto, Mario Leone, Direttore dell'Istituto di Studi Federalisti Altiero Spinelli, ha rimarcato come le grandi crisi globali impongano scelte non più procrastinabili:

"L'Europa si costruisce nei momenti di massima crisi. Il modo migliore per onorarlo è il coraggio politico di trasferire quote reali di sovranità dai singoli Stati a una vera democrazia sovranazionale."

Per un’Unione Europea stretta tra giganti geopolitici e paralizzata da mercati energetici e della difesa frammentati, il federalismo di Spinelli smette di essere un'utopia novecentesca e diventa una formula di efficienza economica e strategica. Senza un’autentica unione politica, i singoli Stati membri rischiano l'irrilevanza competitiva. Il messaggio di Spinelli, depurato dalla retorica, resta un severo promemoria per la governance di Bruxelles: l'integrazione è un processo economico e istituzionale che, se lasciato a metà, ha un costo altissimo.
