The 2026 EIB Annual Forum

Si è tenuto in Lussemburgo dal 3 al 5 marzo l'annuale forum della Banca Europea degli Investimenti

EU/ENG - The European Investment Bank's annual forum was held in Luxembourg from March 3 to 5. The meeting opened with a presentation by EIB President Nadia Calvino and European Commission President Ursula von der Leyen. This was followed by the presentation of the 2025/2026 Annual Report by the Bank's Economic Department, with Chief Economist Debora Revoltella.

The three-day event featured speakers, among others, Antonio Costa, President of the European Council; Valdis Dombrovskis, European Commissioner for Economy, Productivity and Simplification and Kyriakos Pierrakakis, President of the Eurogroup.

The proceedings concluded with panels featuring two EIB Vice-Presidents, Karl Nehammer and Marek Mora. The final conclusions were delivered by a report by EIB Secretary General Mikołaj Dowgielewicz.

In her introductory speech, President Calvino significantly highlighted the importance of the European Union as a global economic player, using the term "Superpower." The following is an excerpt from her speech that summarizes the thrust of her entire introduction to the Forum's proceedings: "First, as the reorganization of the geopolitical landscape enters a new phase, Europe has the capacity and resources—financial, diplomatic, and economic strength—to lead and contribute to the reorganization of the global order as a beacon of stability, security, and values.

Europe's strength and resilience are a key focus of the EIB Group's Annual Investment Report, which will be presented later today by our distinguished Economics Department.

Based on a survey of nearly 13,000 companies in the EU and the United States, the report shows that European companies are weathering the tariff shock well, continuing to invest and innovate, diversifying their supply chains and trade flows, and benefiting from the world's largest and ever-expanding network of free trade agreements.

These findings are also reflected in financial markets:

European stock markets outperformed US stocks in 2025, rewarding investors who placed their trust in our economy. And they continue to outperform the other side of the Atlantic this year.

The economy has remained resilient despite multiple shocks.

Opinion polls show record levels of public support for the EU and the euro, and global surveys indicate that majorities worldwide consider the EU a great power on par with the United States and China. Sometimes others see things more clearly than we do.

Europe is a global superpower, a €19 trillion economy with a vast single market of nearly half a billion people, poised for a new wave of enlargement. In nominal terms, the European economy is larger than China's; in terms of purchasing power, it is almost as large as the United States.

A manufacturing and export hub, home to world-class universities and research centers, as well as a vibrant startup ecosystem.

Equally important, Europe has established itself as a sanctuary for science, democracy, and the rule of law, a magnet for global talent in these volatile times, and an anchor of trust for our global partners.

The Investment Report also shows that European companies' adoption of new technologies, such as artificial intelligence, matches what we see across the Atlantic.

And the EU is already a center of excellence in key technologies such as quantum and high-performance computing, as well as in healthcare and biotechnology, advanced manufacturing and industrial robotics, clean technologies, and aerospace."

I lavori sono stati aperti dalla relazione della Presidente della BEI Nadia Calvino e dalla Presidente della Commissione europea Ursula Von der Leyen. A seguire la presentazione del Report annuale 2025/2026 a cura del Dipartimento economico della Banca, Con la Capo economista Debora Revoltella.

Nella tre giorni sono intervenuti, tra gli altri, Antonio Costa, Presidente del Consiglio europeo; Valdis Dombrovskis, Commissario europeo per l'economia, la produttività e la semplificazione; Kyriakos Pierrakakis, Presidente dell'Eurogruppo.

Hanno chiuso i lavori i panel con due vicepresidenti della BEI, 

Karl Nehammer e Marek Mora. Le conclusioni finali sono state affidate alla relazione del Segretario generale della BEI Mikołaj Dowgielewicz.

Nella sua relazione introduttiva, la Presidente Calvino ha significativamente evidenziato con il termine Superpower, l'importanza dell'Unione europea come attore economico globale. Di seguito un passaggio della sua relazione che compendia il senso di tutta la sua introduzione ai lavori del Forum: "Innanzitutto, mentre la riorganizzazione del contesto geopolitico entra in una nuova fase, l'Europa ha la capacità e le risorse – la forza finanziaria, diplomatica ed economica – per guidare e contribuire alla riorganizzazione dell'ordine globale come faro di stabilità, sicurezza e valori.

La forza e la resilienza dell'Europa sono uno dei punti chiave della Relazione annuale sugli investimenti del Gruppo BEI, che sarà presentata più tardi oggi dal nostro eccellente Dipartimento Economia.

Basato su un'indagine condotta su quasi 13.000 aziende nell'UE e negli Stati Uniti, il rapporto mostra che le aziende europee stanno resistendo bene allo shock tariffario, continuano a investire e innovare, diversificando le loro catene di approvvigionamento e i flussi commerciali e beneficiando della più grande e in continua espansione rete di accordi di libero scambio al mondo.

Questi risultati si riflettono anche sui mercati finanziari:

I mercati azionari europei hanno sovraperformato le borse statunitensi nel 2025, premiando gli investitori che hanno riposto fiducia nella nostra economia. E continuano a registrare performance migliori rispetto all'altra sponda dell'Atlantico quest'anno.

L'economia è rimasta resiliente nonostante i molteplici shock.

I sondaggi d'opinione mostrano livelli record di sostegno pubblico per l'UE e l'euro, e i sondaggi globali indicano che la maggioranza in tutto il mondo considera l'UE una grande potenza alla pari con gli Stati Uniti e la Cina. A volte altri vedono le cose più chiaramente di noi.

L'Europa è una superpotenza globale, un'economia da 19 trilioni di euro, con un vasto mercato unico di quasi mezzo miliardo di persone, in vista di una nuova ondata di allargamento. In termini nominali, l'economia europea è più grande di quella cinese; in termini di potere d'acquisto, è grande quasi quanto gli Stati Uniti.

Un polo manifatturiero ed esportatore, sede di università e centri di ricerca di livello mondiale, nonché di un vivace ecosistema di startup.

Altrettanto importante, l'Europa si è affermata come un santuario per la scienza, la democrazia e lo stato di diritto, una calamita per i talenti globali in questi tempi instabili e un'ancora di fiducia per i nostri partner globali.

Il Rapporto sugli Investimenti mostra inoltre che l'adozione da parte delle aziende europee di nuove tecnologie, come l'Intelligenza Artificiale, corrisponde a quanto osserviamo oltre Atlantico.

E l'UE è già un centro di eccellenza in tecnologie chiave come il calcolo quantistico e ad alte prestazioni, come la tecnologia sanitaria e la biotecnologia, la produzione avanzata e la robotica industriale, le tecnologie pulite e l'aerospaziale."
