ETUC: EU must ensure US tariffs don’t cost jobs

I sindacati europei propongono di introdurre con urgenza SURE 2.0 per proteggere i posti di lavoro

EU/ENG  - The European Trade Union Confederation calls on the European Commission to ensure that the latest US tariff announcement (Below is a chart describing the US tariff rate timeline) does not lead to job losses in the affected sectors.
New or escalating US tariffs would directly impact key European sectors, threatening European workers and industries with the effects of unfair or politically motivated trade measures. Tariffs increase pressure on workers in sectors already exposed to high energy costs, fragile supply chains, and geopolitical uncertainty.
Esther Lynch, General Secretary of the ETUC, said:
"Europe must respond with firmness, proportion, and unity. Fragmentation would only weaken our position and expose workers and industries to greater instability. The EU has the tools it needs to defend itself, including its trade defense instruments, and must not hesitate to use them if necessary."
According to Esther Lynch, it is therefore urgently necessary to introduce the "SURE 2.0" crisis management tools to protect jobs and production in the sectors at risk. Defending free trade does not mean accepting unfair measures. It means defending European jobs, strategic sectors, and reliable trade.
It is time to encourage a "Made in Europe" approach that creates quality jobs, supported by an ambitious industrial policy, substantial investments, and strong social conditionality. This requires high-impact policies to secure Europe's economic future. In defining its monetary policy, the ECB should take into account the euro's substantial appreciation against the dollar (around 14% since the beginning of 2025) and consider lowering interest rates to prevent further appreciation and support broader demand.
Rather than entering a new spiral of trade conflicts, the EU should defend its interests while accelerating investment in clean domestic industry, resilient supply chains, and workers' rights. Europe's response must protect jobs, strengthen strategic sectors, and ensure that the green and digital transitions benefit workers.
The words of Claes-Mikael Stahl, Deputy Secretary General of the ETUC, are significant. Regarding possible new US trade retaliation, he stated:
"The European Parliament was right to suspend approval of preferential tariff treatment for US products under this summer's EU-US agreement until the United States respects its market share and begins to behave as a reliable trading partner.
The European trade unions' action aims to urgently introduce the "SURE 2.0" crisis management tools to protect jobs and production in at-risk sectors. Defending free trade does not mean accepting unfair measures. It means defending European jobs, strategic sectors, and reliable trade.

EU/ITA - La Conferazione europea dei sincati (CES-ETUC) chiede alla Commissione Europea di garantire che l'annuncio dei dazi statunitensi non comporti perdite di posti di lavoro nei settori interessati. Nuovi dazi statunitensi o un loro aumento avrebbero un impatto diretto sui principali settori europei, minacciando i lavoratori e le industrie europee con gli effetti di misure commerciali ingiuste o politicamente motivate. I dazi aumentano la pressione sui lavoratori in settori già esposti a costi energetici elevati, catene di approvvigionamento fragili e incertezza geopolitica. 

Esther Lynch, Segretaria Generale della CES, ha dichiarato: "L'Europa deve rispondere con fermezza, proporzione e unità. La frammentazione non farebbe altro che indebolire la nostra posizione ed esporre lavoratori e industrie a una maggiore instabilità. L'UE dispone degli strumenti necessari per difendersi, compresi i suoi strumenti di difesa commerciale, e non deve esitare a utilizzarli se necessario." Secondo Esther Lynch, è quindi urgente introdurre gli strumenti di gestione delle crisi "SURE 2.0" per proteggere i posti di lavoro e la produzione nei settori a rischio. Difendere il libero scambio non significa accettare misure ingiuste. Significa difendere i posti di lavoro europei, i settori strategici e un commercio affidabile. 

È tempo di incoraggiare un approccio "Made in Europe" che crei posti di lavoro di qualità, supportato da una politica industriale ambiziosa, investimenti sostanziali e una forte condizionalità sociale. Ciò richiede politiche ad alto impatto per garantire il futuro economico dell'Europa. Nel definire la propria politica monetaria, la BCE dovrebbe tenere conto del sostanziale apprezzamento dell'euro rispetto al dollaro (circa il 14% dall'inizio del 2025) e valutare la possibilità di abbassare i tassi di interesse per evitare un ulteriore apprezzamento e sostenere una domanda più ampia. Invece di entrare in una nuova spirale di conflitti commerciali, l'UE dovrebbe difendere i propri interessi accelerando al contempo gli investimenti in un'industria nazionale pulita, catene di approvvigionamento resilienti e diritti dei lavoratori. La risposta dell'Europa deve proteggere i posti di lavoro, rafforzare i settori strategici e garantire che le transizioni verde e digitale vadano a vantaggio dei lavoratori. 

Le parole di Claes-Mikael Stahl, Vice Segretario Generale della CES, sono significative. Riguardo a possibili nuove ritorsioni commerciali da parte degli Stati Uniti, ha dichiarato: "Il Parlamento europeo ha fatto bene a sospendere l'approvazione del trattamento tariffario preferenziale per i prodotti statunitensi nell'ambito dell'accordo UE-USA di quest'estate, finché gli Stati Uniti non rispetteranno la loro quota di mercato e non inizieranno a comportarsi come un partner commerciale affidabile. L'azione dei sindacati europei mira a introdurre con urgenza gli strumenti di gestione delle crisi "SURE 2.0" per proteggere i posti di lavoro e la produzione nei settori a rischio. Difendere il libero scambio non significa accettare misure ingiuste. Significa difendere i posti di lavoro, i settori strategici e un commercio affidabile nell'Unione europea.
