After 4 years, Ukraine is holding out. Russia continues to militarily transform its economy

EU/ENG - On the fourth anniversary of the Russian attack on Ukraine, economic analyses of Ukraine and Russia are proliferating in the media and international debate. Kiev awaits approval of the €90 billion contribution promised by the European Union.

Conversely, the Russian economy has "changed irreversibly during these four years of war," and the "illusion of normality" cherished by many Russians "is becoming increasingly costly." These are the words of exiled Russian economist Alekdandra Prokopenko, speaking at a seminar organized in Berlin by the Carnegie Endowment.
According to Prokopenko, Putin believes it's easier to continue the war than to stop it, restructure the economy, and return it to a civilian structure. "Putin thinks he can last a little longer than the others and think about the problems later." As for the impact of the sanctions, they have blocked a lot of capital within Russia after tycoons and companies repatriated capital to Moscow in 2023 and 2024, "money that indirectly helped Putin finance his war machine."

"The flow of capital abroad could instead create significant distortions in the Russian economy," he adds, although "Russia's financial situation is secure for the first six months of 2026." Forecasting scenarios beyond that doesn't seem possible.
