France: faute de compromis sur le budget de l’État

French parliament adopts special law to avoid government shutdown - L'economia cresce, i conti pubblici preoccupano

EU/FRA - Bien que l'économie française ait récemment enregistré une croissance supérieure aux prévisions, avec une hausse de 0,5 % du PIB au troisième trimestre, le gouvernement ne parviendra pas, pour la deuxième année consécutive, à adopter le budget de l'État avant la date butoir constitutionnelle du 31 décembre.

Si le budget de la sécurité sociale a été approuvé durant la troisième semaine de décembre, marquée par de fortes turbulences, les parlementaires n'ont pu, lors des délibérations de la Commission mixte des deux chambres de l'Assemblée nationale, parvenir à un compromis permettant de présenter et d'approuver le budget de l'État.

Les débats parlementaires se poursuivront au-delà du 31 décembre, contraignant le gouvernement à demander au Parlement d'adopter une loi d'exception afin d'assurer la continuité des services publics.

 

 

EU/ENG - Although the French economy recently grew beyond expectations, recording a 0.5 percent increase in GDP in the third quarter, the French government will fail, for the second consecutive year, to establish a budget for the public management of the country's financial resources by the constitutionally mandated deadline of December 31. Although the social security budget was approved in the turbulent third week of December, during the deliberations of the Joint Committee (JPC) of the two chambers of the National Assembly, parliamentarians were unable to reach a compromise to present and approve the state budget. The parliamentary debate will continue beyond December 31, forcing the government to have Parliament adopt a special law in the meantime to ensure the continuity of the state and avoid the disruption of public services.

 

EU/ITA - Nonostante l'economia francese sia cresciuta di recente oltre le attese, registrando un +0,5 per cento di Pil nel terzo trimestre, il governo di Parigi non riuscirà, per il secondo anno consecutivo, a dotare di un bilancio la gestione pubblica delle risorse finanziare del Paese, entro il termine previsto dalla Costituzione, il 31 dicembre. Sebbene la legge finanziaria sulla previdenza sociale sia stata approvata nella convulsa terza settimana di dicembre, durante i lavori della commissione mista paritetica (Cmp) dei due rami dell'Assemblea nazionale, i parlamentari non sono riusciti a trovare un compromesso per presentare ed approvare il bilancio dello Stato (nella prima foto in alto il Ministero dell'Economia a Bercy). Il dibattito parlamentare proseguirà oltre il 31 dicembre, costringendo il governo a far adottare al Parlamento nel frattempo a una legge speciale per garantire la continuità dello Stato ed evitare l'interruzione dei servizi pubblici.
